Guess what. We already have a "civilian" defense force consisting of every armed citizen. It's defined in the Second Amendment. But since Obama's on record repeatedly working toward citizen disarmament, I'm guessing this is an intended end-run around those pesky Posse Comitatus and Insurrection Acts. You know, the ones that prevent bringing the full force of the military to bear against American citizens at home.
